The mission of the SPLISS consortium group is “to create a sustainable international network that coordinates research and develops and shares expertise on innovative high performance sport at the meso-level (policy level), in cooperation with policy makers, NOCs, national and international organisations, and researchers worldwide”.

A quick scan & co-creation: results and first policy directions on the nine SPLISS Pillars after 2 months during a workshop with policy makers;
In depth effectiveness evaluation: a 0-measurement consisting of a detailed analysis of the your nation an elite sport system of your nation on app. 100 critical success factors in nine policy Pillars; evaluation including the views of major stakeholders in elite sport: policy makers, elite athletes, coaches and performance directors; SPLISS provides insights into the relationship between elite sport policy indicators in your nation and success
Benchmark and good practices: an international comparative perspective on your nation an elite sport policies with policy examples from different countries worldwide;
Co-creation: personalized recommendations and clear action points are developed in collaboration with policy makers and the local researcher to account for the local context of your nation;
Measurement, results at first glance: a validated scoring system that allows to measure elite sport policies objectively and can summarise complex, multi-dimensional realities on elite sport policies into easily understood messages (with a radar graph and traffic lights), from an international comparative perspective;
Continuity by monitoring & evaluation: SPLISS allows to assess progress/change of elite sport policy indicators of your nation over time (during a 0-measurement, 1-measurement, …) which is a precondition to develop sustainability and long-term success
Understanding the black box: through its detailed evaluation in collaboration with different stakeholders, the SPLISS study links the resources, with its activities and successes and unravels the strengths and weaknesses of the elite sport system.

Insights on how the population perceives the value of elite sport
Context
Why should your nation invest in elite sport? Prioritising and investing in elite sport and the organization of international events is assumed to generate a range of positive outcomes to society, such as national identity, international prestige, a ‘feel good factor/happiness, and sport participation.
Objective
Get insights in to what extend your population supports their nation’s elite sport development. Measure the public’s perception of the (both positive and negative) societal outcomes (e.g. national pride, stimulation of community sport participation…) of elite sport. SPLISS developed, tested and validated the so-called ‘Mapping Elite Sport potential Societal Impact (MESSI) framework and measurement scale scale that is a tool to measure the opinion of a population about the impact of elite sport (positive and negative societal outcomes). Moreover, there are a range of optional topics that can be included like e.g., an innovative economics method used to estimate the value of elite sporting success in your nation on a monetary scale (willingness-to-pay (WTP): to what extend citizens are willing to donate money to elite sport in order to win Olympic medals?).
Two options are available:
1. Free use of an instrument that measures the perceived societal impact of elite sport; you takes care of the study, by surveying a representative sample from your nation population (min N=1200), in cooperation with a local research company). The local partner does the analysis and report. If the final data are shared with SPLISS, some data can be compared with other nations.
2. SPLISS takes up the analysis of the population survey as mentioned above. A thorough overview of the opinions of your citizens will be provided. Detailed analysis of what individual (e.g. gender, age, education…) and contextual (e.g. interest in elite sport, having an athlete as role model) factors influence the perception towards elite sport (development in Your nation), as well as analyzing the (WTP).
Deliverables
Answers regarding how the population thinks about (the outcomes of) elite sport and to what extend they support elite sport development.
Summary report (in English) with evaluation of how elite sport impacts the nation according to citizens (i.e. outcome); key questions that will be answered:
- Why should Your nation invest in elite sport?
- Does elite sport success increase national pride, happiness, national bonding, well-being…in Your nation or not?
- What is the value of elite sport according to citizens? Do athletes as role models inspire youngsters to participate in sport?
- To what extend are citizens willing to pay for elite sport and do they support the nations’ elite sport policy?
The results can serve as a way to show how elite sport impacts on society. In addition, it will allow to explore the relationship between Your nation’s sport success and people’s perceived value of elite sport. The results support evidence-based decision-making and can provide a useful leverage towards increased elite sport investments.

Option 1: Free use of the measurement instrument (English version; cost to be provided directly towards professional research company to conduct a representative population sample (estimated around 10.000 euros). SPLISS can advise in how to choose such companies.
Option 2: SPLISS coordinates the project, conducts the analyses and provides a report.
Total: 50.000 Euros. This prize excludes VAT and overhead from the university VUB.
